Shellfish SIL Funding Opportunities

The funding opportunity for FFY 2023 EPA Puget Sound Geographic Program funds was solicited through one comprehensive competitive Request for Proposals (RFP). Funding details can be viewed here: Investment List for Shellfish Beds FFY23 Investment Priorities A-D: Increase Harvestable Shellfish Acreage in Puget Sound. 

The $4.5 million investment will support 10 proposals working to maintain and improve marine water quality for shellfish harvest across Puget Sound. Work spans the four Shellfish SIL investment priorities outlined in the Strategic Initiatives’ 2023 Investment Plan.


Shellfish SIL 2023 Investment Priorities

Shellfish SIL Investment Priority A – On-site Sewage System Management

This investment priority objectives includes supporting small On-site Sewage System (OSS) and Large On-site Sewage System (LOSS) management. To identify deficiencies, recommend solutions, and support compliance that reduce fecal pollution impacts on shellfish bed classification. Supporting owners having access to and eligibility for incentives, loans, and other financial assistance sources for Operation and Maintenance (O&M), repairs, and upgrades, including connecting to sewer if it is the best/only option available. Supporting disposal options for treating septage from OSS, RVs, vessels, and other sources of septage (excrement and other waste material removed from a septic or sewage holding tank).

Shellfish SIL Investment Priority B – Livestock Manure Management

This investment priority objectives includes supporting programs to provide technical and financial assistance encouraging livestock manure management best practices to reduce fecal pollution impacts on shellfish bed classification, supporting programs to increase compliance with regulations, and building climate resilience to increasing precipitation, storm events, and flooding impacts on livestock manure management.

Shellfish SIL Investment Priority C – Pollution Identification and Correction

This investment priority objectives includes enabling Pollution Identification and Correction (PIC) programs to identify fecal pollution sources impacting shellfish bed classification, respond quickly to correct issues, and/or provide effective community outreach and education.

Shellfish SIL Investment Priority D – Wastewater Treatment Plant Outfalls

This investment priority objectives support municipal and domestic (sewage) wastewater treatment plants (WWTPs) to prepare for modifications that will lead to shellfish classification upgrades around outfalls, implement small-scale upgrades, consider future capacity needs, and/or to reduce frequency of emergency closures that impact shellfish bed harvest.

Who May Apply?

Local governments, non-profit organizations, state agencies, tribes, tribal consortia, institutions of higher learning, special purpose districts, and municipal or domestic (sewage) wastewater treatment plant owners and operators are eligible to apply for this funding opportunity.
