Shellfish SIL Funding Opportunity Now Closed

The 2024 Shellfish Strategic Initiative Lead's (SIL) funding opportunity closed October 23, 2024. The Request for Proposals (RFP) targeted work that addresses fecal pollution impacts to shellfish growing area classification protection and restoration, including supporting innovative solutions, regional scoped work, and addressing impacts from wastewater treatment plants. Shellfish SIL 2024 Investment Priorities

Investment Priority A – Support work that addresses fecal pollution impacting shellfish growing area classification protection and restoration.

This investment priority objectives includes supporting program and staff capacity for livestock manure management, On-site Sewage System (OSS) management, Large On-site Sewage System (LOSS) management, Pollution Identification and Correction (PIC) work, and work to prevent boaters waste. All to reduce fecal pollution impacts on shellfish growing area classification protection and restoration.

Investment Priority B – Support innovative solutions to address fecal pollution impacts to shellfish growing area classification protection and restoration.

This investment priority objectives includes supporting innovations in management, monitoring, source tracing, education, and enforcement to reduce fecal pollution impacting shellfish growing areas. Such as planning and design of alternative solutions to OSS in areas where OSS are not the best available option, building climate resiliency in work targeting fecal pollution impacting shellfish growing areas, supporting research into potential better management strategies, and supporting disposal options for treating septage from OSS, RVs, vessels, and other sources of septage impacting shellfish growing areas. 

Investment Priority C – Support regionally scoped work to address fecal pollution management needs impacting shellfish growing area classification protection and restoration.

This investment priority includes regionally scoped objectives. It includes supporting collective cross-jurisdictional efforts that address resource gaps and livestock manure management needs, designing and implementing collective cross-jurisdictional outreach efforts that address opportunity for a shared service that will support multiple programs/jurisdictions in outreach needs related to reducing fecal pollution, supporting regional programs for OSS O&M, repair, and replacement including financial assistance and rebates, and tracking, database development, and/or management that supports work in addressing fecal pollution impacts on shellfish growing areas. 

Investment Priority D – Integrate shellfish growing area classification priorities in wastewater treatment plant operation, planning and/or upgrades.

This investment priority objectives support municipal and domestic (sewage) wastewater treatment plants (WWTPs) to prepare for modifications that will lead to shellfish classification upgrades around outfalls, implement small-scale upgrades, consider future capacity needs, and/or to reduce frequency of emergency closures that impact shellfish bed harvest.

These priorities aim to make progress towards the Shellfish Beds Vital Sign target. This target goal is an annual net increase in harvestable shellfish beds in Puget Sound. The Department of Health (DOH) follows State and National Standards to monitor fecal bacteria levels in shellfish growing areas. DOH then classifies these growing areas as Approved, Conditionally Approved, Prohibited, or Restricted for harvest. Investments will be prioritized in areas with potential acreage gain or in areas threatened to be downgraded on the Threatened Growing Area List.

Who May Apply?

Local governments, non-profit organizations, state agencies, tribes, tribal consortia, institutions of higher learning, special purpose districts, and municipal or domestic (sewage) wastewater treatment plant owners and operators are eligible to apply for this funding opportunity.
